The heat mechanic is what makes it so fun and unique. It is the weapon of a gentleman officer of the Empire. That should never be touched, though the thought of eliminating ammunition and making it heat only is very interesting.
It would need some limit though, so perhaps making it just have a single ginormous clip that was basically the size of the total ammo would be more feasible.
What it really needs though is a longer range, wider optimal, and less ridiculous falloff.

Even at about 30m away, when you are doing about 40% of your max dps, 40% of 1000 DPS (3 seconds in) is comparable to an AR's damage output. The damage is backloaded, and the optimal range isn't quite as big of a deal. Theoretically you just have to figure out how to not scare people too soon and not get caught first. im not so sure about your math and im pretty the longer can fire doesn't mean more per round like your stating but based on overall heat. if you had a video i'd love to see it.
It's not based on heat, it's based on continuous fire time. If you don't let it cool down all the way before you fire again you don't start at a higher DPS than if you did. Otherwise you could just pulse fire at the high end of the scale and melt people endlessly. This is also why a faster rate of cooldown is one of the skill bonuses.

Now for Amarr heavy weapon against infantry I think they should do a kaleidoscope. Think old school slide viewer, where you have the disk with Scooby Doo or Mickey Mouse in another 12 picture adventure. You pull down the lever to change to the next picture. Yeah, now imagine if that viewer was spinning a lens for your intermittent pulses of plasma coming off of the battery in your viewer. Reload would be for when your lenses are burnt up, and they are the longest lasting clips in game because they don't burn up fast. HMG has what 450 in the clip and 3 reloads. Now imagine it has 1000 in the clip with 1 reload. And it reloads the fastest because all you need to do is pull out the lens disk and put a new one in. 2000 rounds of death incarnate. With ammo pro 5 that would be 1200 per clip for 2400 total in 1 reload. Yeah that is a badass Amarr heavy infantry killer. Add heat buildup so it jams about every 350 rounds, 600 with Amarr sentinel 5. Yeah, that is a badass weapon I thought up.
What? There's so little variety already, we are constantly begging CCP to add more content are we not? Why on earth would we want to remove a very unique and fun weapon? Crazy talk!
